Orbit is becoming an operational environment

Earth orbit is becoming an operational environment rather than a collection of isolated missions. Spacecraft, tracking networks, ground systems, regulators, insurers, service providers and commercial operators increasingly depend on one another, yet their data often remains fragmented across organisations and technical interfaces.

The central problem is not simply access to more data. It is the ability to determine which data is trustworthy, how observations relate to a specific asset or event, and whether an operational claim can be independently verified.

From data to evidence

NASA’s Orbital Debris Program Office demonstrates the importance of specialised measurement, modelling and mission-support tools. ESA’s 2025 Space Environment Report similarly describes orbital space as a finite resource and reports continued growth in the debris population despite improving mitigation practices. These conditions increase the value of systems that can reconcile observations, maintain evidence trails and support accountable operational decisions.

  1. Identity: establish which spacecraft, sensor, operator and mission event each record belongs to.
  2. Authenticated telemetry: preserve the origin, timing and integrity of operational data.
  3. Independent observation: compare onboard reports with tracking providers, ground systems and other sensors.
  4. Reconciliation: identify agreement, uncertainty and material discrepancies between sources.
  5. Auditable evidence: produce a durable record for operations, compliance, insurance and commercial settlement.

The OSOIX boundary

OSOIX is being designed around this sequence. It is not a replacement for deterministic guidance, navigation, control or safety-critical interlocks. Those systems must remain bounded, testable and independently validated. The role of OSOIX is to support mission intelligence, evidence management and multi-party coordination around them.

The long-term opportunity is broader than debris recovery. The same architecture could support in-orbit servicing, inspection, refuelling, logistics and other infrastructure services where payment, responsibility or regulatory acceptance depends on proving that a physical event occurred as claimed.

Orbital infrastructure will require more than connectivity. It will require a shared operational truth built from evidence.
